Now as I understand it the center is made of silver and the outer ring is brass. Both are minted independently and then put together to make a "strike". If there was a problem with the die and it "cracked" or broke on the silver center part how could it also break in the exact corresponding spot on the outer ring which is produced independently. This appears to just be a crack or scratch in the plastic capsule not an error. Or possibly a scratch on the strike itself which estends from the silver center outward onto the brass ring.
