The 2 bills are what they call star notes. Each was a differnet
issue if you look bottom right side ....

There were alot of star notes that were issued over the years.
A replacement banknote, commonly referred to as a star note,
is a banknote that is printed to replace a faulty one and is used
as a control mechanism for governments or monetary authorities
to know the exact number of banknotes being printed
VALUE:
While a normal $1 star note sells for about $3, a duplicate print
run star note set typically sells for $15 - $20.
