It's in the Club Constitution with only one option: 15 years of dues payment. The BOD can activate this by a majority vote.
If the BOD wishes to implement an age-related graduated scale of payments (like the CCA), the Constitution has to be updated, requiring a membership vote.
I suspect the CCA implemented their graduated scale because older members might not want to pay so much (ie. $35 x 15) beyond their potential lifetime. With current Club dues of $10, maybe few of any age would balk at paying the $150 and the Club could implement the Constitutional provision as is.
