Yes, and if you are in the tournament you are guaranteed to receive one of the $300 strikes. If you go you can still turn in the 30 but you will have to wait until all of the tournament players get there $300 and if any are left you can get one. That at the time is a separate line you stand in waiting for all the tournament players to get theirs.

you can ask at the cage when you get to town if there are any older $300 that someone may have turned in. If a yes then you can on the spot trade your 30 for the older $300.
