Unbelievable! Has someone been bidding on your eBay account? Is the charge made through PayPal?
I tried to refund paid money for excess shipping charges through PayPal and they charged my customer a fee for the refund.
It is just a few cents but refunding the few dollars by cash in the shipment is a better than paying the fee for nothing.
