Summary of the above article states that eBay will start collecting Sales Tax for the following states on the following dates:
Washington—starting Jan 1, 2019
Pennsylvania— starting July 1, 2019
Oklahoma—starting July 1, 2019
There is no opt-out option. They will be adding states as others start requiring internet sales to be collecting sales tax from buyers in their states.
