I look at the logo side of the silver strike and see TM after CAROUSEL
This would make me believe that the name of the establishment had been trademarked as CAROUSEL or that CAROUSEL HORSES was a trademarked product.

I researched Carousel Horses and didn't get anywhere, but I did find that Las Vegas had a CAROUSEL CASINO on Fremont St. in Downtown Las Vegas until 1967 or possibly 1974. The fact that these are PURE silver, would lead me to believe they were created earlier.

I would love them for my personal collection, if you are planning on selling them. Yes, I have started my own collection!
