To clarify, when processing PayPal payments of silver strikes in the $18-$30 range, the fee works out to 4%.
Recently, I had a large transaction and calculated the fee at 4% and found my calculation to be $4 more than what was actually charged.

I appreciate Walt's link to the fee page, honestly, I never checked them.

I am actually being charged 2.9% + $0.30 per transaction.
