I can tell you for a fact that both eBay and the Credit Card companies have become 100% backers of the purchaser, not the merchant. The crazy thing about this is that the merchants pay the fees! We just had a customer try to void a sale they said she never made. Even with the invoice in her handwriting, her credit card swipe electronically submitted, her signature both electronic and paper, it took three weeks to get our money back ($800). Visa took the money out of our account for three weeks, grudgingly "re-approved" the sale but we had to pay the $15 inquiry fee and the $15 chargeback fee, even though we did everything exactly right. The consumer can dispute any sale for any reason and the merchants are usually given one or two days to provide all the paperwork. We do not take paypal or credit card sales anymore for foreign sales, we will only accept them for sales in person with ID's. Sad, but it's the only way we can operate anymore.
