If you had one tested and were told it was not silver, then you answered your own question.

Maybe your tester tested the CENTER of the $20? When it's the rim that's silver? Maybe the person who tested it was incorrect?

There are a number of $7s with no .999 on them and they are still solid silver. I don't think the lack of .999 is any indication on $20 strikes.
