John - Thats how the feedback program should work and did for a very long time and then when ebay changed things so a seller couldn't leave negitive feedback under most case's sellers started wanting buyers to leave feedback first, another thing is I belive a lot sellers want your feedback first to drive up their numbers and then could careless about leaving feedback for the buyer.
