This was caused by a manufacturer's die defect in my opiinon. Possibly a chip or gouge out of the die that struck this particular token. Remember; anything that appears raised on the surface of a coin, medal or token is incused on the die itself. Every token that was struck from that particular die will show the same defect in the same location on the finished product ... which explains why you have two of them. There are probably several, if not many, more.
