Ebay has been reduced into a direct sale venue.
Ebay even encouraged this with the advent of the Buy It Now (BIN) option. This encourages all sellers, dealers and individuals, to make direct sales. The auction concept is being abandoned. In this particular case the seller wants a minimum of $17 per strike. A "discount" for multiple sales.

All strike collectors know the cost of shipping a strike. Handling on the other hand is a less clear area.

Another pet peeve on mine is the seller dictating the type of shipping used. Why must one pay more for speedy delivery such as Priority Mail when it's not required? The free supplies for Priority
Mail shipping contributes to this abuse.
