At 1:30pm EST on Saturday, I just checked it and it works fine. You have to go to www.live.com first, and type in silver strikes, silver rounds, etc. in the search. Then at the very top you will see the eBay ad for silver strikes and it will have a little gold icon. Click on that ad, and it will take you to eBay. Once you're in eBay you can search for whatever you want, and then click on the auction. When you are in the auction you will see a green banner that says Microsoft Cashback 25% on it. When you click on buy-it-now, the confirmation screen will also show the green Microsoft banner.

Another thing is once you go to www.live.com and then go to eBay, you have 60 minutes to shop. After 60 minutes, the cashback will go away and you have to close your browser and go back to live.com and do it again...
