According to the Chapter definition adopted for the SOTY competition, a silver strike must be produced under the auspices of Anchor Gaming, now IGT. I believe there is further consideration of that definition ongoing, after a discussion at the Chapter meeting at the convention.
What you have is a nice silver token, one of a series that the Trop issued in 1992.
