The strike came out of the machine, new, looking like this. So it would have happened during manufacturing. What caused it, is a mystery.

The back has some of the same, but only around edges. Just the opposite of the obverse.

You can see why I thought it was some sort of color bleed or overspray from plating the ring. If it is two pieces, that's impossible.
