Below is eBays position on shill bidding. I think if it is good enuf for eBAY then Jackpot should take a look at it.
I have always posted that I am against shill bidding and I don't like reserves either.
Here is what happened
I told Dan that I had a call from someone who though Richard was shill bidding. Below is the email that I sent Dan on July 11. There are three usernames that I am partially deleting as I think they are legit. Dan was watching Richard's auctions and would have eventually found out when ace computer cop Andy exposed "babe" as a shill bidder. Dan told me he no choice but to give Richard the boot. I was vacillating on what should be done and I gave Dan my opinion, but told him to make the final decision. As in an email that I just sent Andy I said, "That is why I want Dan to make all the final decisions. I give him my opinion but I always, and I mean always, tell him to make the final decision".
I am 'brite' enuf to not trust my judgment.

Q. Why isn't a seller suspended permanently the first time shill bidding is discovered?
A. eBay recognizes that some people might not understand that shill bidding is wrong and believes in educating members and providing them with a second chance. This is why a temporary suspension is made. A temporary suspension is serious, and sellers take it as such.
Q. What happens if the seller shill bids again after the temporary suspension?
A. If the shill bidding continues at any time after the temporary suspension has ended, the shill bidder will be suspended from eBay indefinitely.
Q. Can sellers bid on their own listings?
A. Not any more. eBay originally allowed sellers to bid on their own listings as a way to close their listing without selling to the highest bidder. Unfortunately, this privilege was abused so it had to be eliminated. Now, bidding on your own item is considered shill bidding and is not allowed.
