A quick search for "eBay fraud" turned up thousands of hits. within the first 20 were several convictions and outstanding warrants for fraud due to non-delivery. This link however specifically mentions a wire fraud charge for shill bidding. Note that eBay doesn't put people in jail, but fraudulant transactions are prosecutable
