I found one of these strikes a few years ago and I asked a few collectors that had a lot of knowledge on the strikes. Seems not that it was known for sure ,but figured it had to do with the changing from .999 on brass ring to .999 on silver. Maybe an order was made, and the .999 on silver tokens were not ready yet. This was an interim token.
