It's no real error. A lot of the casinos did the same for 2001...simply putting a new date on an existing token. It looks like the work of a scam artist to me. It's those unscrupulous guys that grab a lot of the new ones and then go to the management and tell them there's an error on the SS hoping they will be pulled. They've done that before and now are hoarding their "errors".
