There is a product called eZest Coin Cleaner which is made for cleaning silver and gold,it comes in a 5fl oz container, it will get rid of the toning, but unless the strike is kept in a air tite it will retone due to the enviroment it is stored in.
The product I mentioned can be found at most coin stores or suppliers of coin related products.
