No! Even though tarnish can be cleaned, the strike is not in mint condition if it has tarnish. Generally it would be listed in the description as being tarnished. Mint condition is brand spanking new, as if it just fell out of the machine and was a new strike. Once in awhile a strike can be in mint condition and the plastic a little beat up, but not the strike, that too should be listed in the description. If no mention of condition is listed then tarnish would be acceptable on a strike...Peter
