What do you make of this, and are these rare? Die flaw, silver spillage onto rim, or actual silver rim?

And then in one of my auctions ending Thurs. for the set of 4 - Four Queens Vices Strikes, I noticed that the 'Cards' strike has either a die flaw silver spillage onto the rim, or is it a silver rim with electroplating? Is this flaw common? The link to that auction, and more photos, can be found below the next photo.
