Most will wait until your payment clears before sending their product and providing feedback.
In general, I would not give feedback until you receive your product. Why would you? Until then you really have nothing to base feedback on.
If you take 2-4 days after buying (winning) a product to mail payment, it may take 2-4 days for the seller to receive it, another 2-3 days to process the payment (opening envelope, confirming what was bought, getting to the bank, etc.), a week or 2 weeks for payment to clear, 1-2 days to get to the post office after payment clears, and finally 2-4 days in the mail to you. So be patient. And don't ding someone on feedback for this normal turn-a-round time.
If you become a repeat customer, some will mail product either when they receive your payment (not waiting for it to clear) or sometimes even when you email them and say you mailed it.
If you feel uncomfortable with any part of the process just email the seller. 99.9% of the people involved in striking are good people. Good Luck!
