Ebay and Pay Pal problems

I had a few items on ebay last week and stated I wouldn't take Pay Pal but 3 of the winning bidders went ahead and used Pay Pal and used their credit card, I contacted the bidders and all 3 refused to pay any other way so I sent ebay and Pay Pal emails asking what I could do, the responce from Pay Pal was the buyer could retract the transaction if they wished but all I could do is accept the payment and pay their fees if the payer didn't want to retract the payment ( the deny payment wasn't high lited only the accept was ). Ebay's responce was out of hand, they are stating that a ebay seller is obligated to take what ever form of payment a buyer wishs to use even though I stated I wouldn't take pay pal I have to except it if thats how the buyer wished to pay, I replyed I thought this wasn't legal and wouldn't accept a pay pal payment, ebays reply was if I didn't follow through with the transaction and the buyer complained and filed a dispute I would get a strike for each transaction disputed and after 3 strikes my account would be closed preventing me from selling on ebay again.
Is this some new policy ebay has forced on their sellers ??? Do they think they can do what ever they want to collect more fees from sellers ?
