For sure you have a legitimate beef with the fact you PAID for ins., and it wasn't provided. You should immediatlely demand a refund for the $1.35. Did you save the packaging to prove there was no ins. on it? You have recourse through eBay if you don't get what you paid for, and eBay has a policy that prohibits "self insuring" items.
