Marv - Ebay has some great rules, infact so many most people don't read them, the only problem is when you contact Ebay ( this is a real problem finding the right dept )they just give you an answer that the buyer shouldn't bid without contacting the seller if there seems to be a problem. The long and the short of the matter is they don't enforce there rules, I know I have been there done that.
