My opinion is that you are comparing apples with oranges when you cite the CC & GTCC banquet compared to an open meeting where everyone is invited to attend at no cost.
If the Silver Strikers Club wished to hold an awards banquet at the CC & GTCC Convention and restrict attendance to Silver Strike Club members only; I see nothing wrong with that.
On the other hand, if John Smith's mint (or IGT, or Palms) wished to distribute a limited edition token to EVERYONE IN ATTENDANCE at a Silver Striker's forum held during the CC & GTCC Convention ... I would think that's Mr. John Smith's call (or IGT's or Palms call). If the terms were that you must be in attendance to get one ... then that's the deal.
