Ric, slow down friend. I never said anything about the Hard Rock. I mentioned the Silver Legacy and the two different placements of the .999 on the 1st Anniversary.

On the Hard Rock, both the S and G mint series not the Guitar series, did not have the .999 on them. That goes for their two $20 series of the same designs.

Actual gaming law or not I have no idea.
