It has become profitable for the mines to bring the metal out of the ground at the current price levels for silver today. When prices were depressed, silver stayed in the ground. As stockpiles of the metal have been depleted by 2/3rds and demand has grown, the silver mines are active once again... until the price drops ... and the metal will again stay underground until the next round of price increases and the cycle begins all over again.
