The Palms is across the street from the Gold Coast Casino. Which is located next door to the Rio. It's just a fairly short walk from the Rio to the Palms. There is also a shuddle that goes from the Barbary Coast to the Gold Coast. Also you could catch the 202 city bus(CAT). At the south side of Ceasers Palace on Flamingo by the bottom(west side) of the pedestrian overpass. Get off the 3ed stop after going over interstate overpass. And you will be in front of the Palms. Just go to the intersection and cross over.
