I don't think they will need to raise the cost to win silver Strikes. All they need to do is make it harder to win the chaser strikes by putting them further apart like the Slot A Fun is doing or they can mix them in with common strikes like Vegas club, California and other casinos are doing. This makes it expensive to win the strike that you actually want after redeeming the unwanted strikes.
