That is a screen shot from a ebay page (a picture of the screen that they saw). As long as the url in the browser is something.ebay.com/something , then it is a 
site.
You have to watch for the domain name in the URL.
Something like http://login.security-ebay.com/cgi-url/login-secure.js would be a scam
The domain name gives it away. You can have something.ebay.com and it will be domain. The domain is what comes right before the .com
