If someone else wants to write to UPS and ask, I think you'll find that it's confusing, but covered, and the people at the shipping locations are just following what they are told.

You might also ask yourself, how many times have you had something lost or stolen from a UPS shipment? How many times have people had packages shipped USPS lost or stolen? You get the idea.
