I need some advice. Who is responsible if you win an auction, don't pay for insurance, but never receive the item? I bought two strikes from a seller who mailed the package the next day (almost a month ago now). Fortunately, she had delivery tracking. The USPS site only shows that the package label was printed -- I guess they don't really scan it till it's delivered. The seller says she handed it to her postman the next day. She has 100% positive feedback with several hundred buyers, so I would tend to believe her. Yet the package was never delivered and the delivery tracking shows no delivery attempts. Coincidentally, one other eBay package she sent out the same day in the same way has not yet been received by that buyer, so there may be some USPS problem in her area.
What is the fair thing to do? Do I just eat it because I didn't buy insurance? Should she refund the money because the tracking doesn't show it was actually given to the USPS? Should I suggest a 50/50 split? The cost wasn't that much -- 2 strikes using Buy it Now below face (which at first made me wonder a bit), plus shipping. Both strikes had PayPal Buyers Protection, but I gather that if I use that, they will just collect from her anyway and I use up 2 of my 3 possible PayPal claims for the year on low priced items.
