Kirk - At the casinos I have seen the Non Chaser red caps they have stated on the machine that a Red Cap would contain one of the older strikes not in play anymore, it was first started I belive at the Reno Hilton, it is a way for them to put the old turned in strikes back in the machine and hope somebody doesn't turn them in again. Sierra Sids has done the same thing and there have been some of the better older stikes put back into play. I don't think this was done to try and fool anybody since they state it on the machines which have these type red caps in play, all one has to do is look and read what is there.
Your display in your post would look alot better with $500 and $1000 bills.
