This was my point. The casino (any casino) isn't likely to have floor people stand around in case the strike machine lands on an empty cylinder again before all tubes are empty. The machine will tilt everytime that happens.

I didn't like it when the Palms refilled the machine and made it harder to win the red cap, but I understood the reason given the way the machine was designed. How hard is it to add a computer chip that keeps track of wins from each cylinder?
