Ask yourself this question-How often have you gone into a casino with a strike machine with sets of four or more different strike and had to win more than the set just to complete the set? One or more is always slow in coming. By making one or more strikes harder to win they increase the play on the machines, in short they increase profits. Just my point of view, do not want to argue with anyone over this.
