That strike is most likely one of the first stikes made from that die. You get that "frosted" look from the early strikes. Then as the die wears down it begins to lose the luster. The font will thin a bit too depending on how long they use the same die. There are even examples of the die being repaired and reused. That is how the LV Hilton got the tilted top on the "H"
