Re-melting the silver would make sense. Throwing away the brass rings (as in, recycling as scrap) also makes sense.

Whichever mint as doing the coining, may have furnaces or may buy pre-cut blanks. If they ca do their own recycling, the materials are never lost.

In any case, we might as well consider them as destroyed after they are returned, no matter how they do it.
