I don't think anyone answered the first question about shipping and handling? Jackpot doesn't set the prices, the sellers do. Please don't blame the service.
Another image tip, if possible you may be able to use more compression on your JPG files, without losing quality, and they will meet the file size limits.
Many scans are uncompressed or "best" quality. Since the monitor can't see all that extra detail, using 50% compression or Medium, won't make a huge difference in the visual that potential buyers see, but will reduce the File Size.
So Open your scan or picture with some editing software and save it more compressed. You don't have to make big and small scans or rescan or take little tiny photos that way.
Just think of it as, File Size does not equal Image Size, it can be adjusted wthout making the pictures look like junk.
