I believe that some of those "cuts" were deliberately made by a disgruntled silver striker with an exacto knife or other sharp instrument.

The only way to tell if the cut was the result of damage on the die before the striking of the token was made ... would be to compare multiple damaged pieces of the same silver strike to see if the cut is in exactly the same place on each token.
