You would be incorrect in your theory. Have you ever seen these inlays on any other Luxor tokens? The quality of the tokens is the same as the regular series Luxor tokens and are simply not stickers applied to the tokens.

These were made for the Luxor to determine what style of tokens to produce and most likely the only ones that exist.
