I too, got this paypal message(2 of them). And I DONOT even have a paypal account. And wasn't even for anything that I bid/buy on ebay. The first time I went to that report link. But, not the second time. I had called ebay and paypal direct. And asked and reported; about the e-mails both times. Was told to not to pay any attention to these paypal payment e-mails; by them. They new about the problem, and was "working" to "fix" it. Hopefully, I will not recieve any more.
