I said in an earlier post that I had written to the NGC regarding their rejection of requests for $40 and $200 strikes by the casinos, the following is their reply. I never thought it was a decision of NGC.

I have forwarded your inquiry to the Keith Copher, Chief of the Enforcement Division in Las Vegas for a reply. This is not an issue the Gaming Commission has dealt with.
