Take any 10 strikes in trade. They came from the casino in the first place.

If they want to encourage play, issue a new series of four or five and only take the new in trade. (or anything that's coming out of the machines, we know olds get re-inserted)

Trade as many as anyone wants. If someone plays and wins a dozen, what's the difference? There's no gain for the hoarders in coveting the limited supply. No need to stand in line.

Put Strike #1 on display in the casino. Stop the madness. All of the strikes are made the same and there aren't that many. #001 is of minimal premium value to collectors.
