In Nevada, NO casino is permitted to sell a gaming /token chip for more than face value. There may be exceptions such as a 1 lb "silver Strike" at the Eldorado that cannot be used for Gaming purposes. I have been in the business for 28 yrs in Nevada and that has always been the regulation.
