Actually it has always been that way. The chips are casino property and for us ONLY in the casino. Tokens are the same. If you want I'll go find the old regulation and quote it for you, but somehow I think you knew the answer.

Personally I don't think this will change anything. People will still be able to take chips and tokens home without retribution or prosecution.

Meanwhile, back to my original answer and I'm sticking to it.
