They have been. It is a "Ten Dollar Gaming Token" although we both know that some casinos will refuse to take them in play.
Strikes are won, at random, from a machine designed to dispense "collectible" tokens. Anyone can win any token. Designed for collecting. Generally they aren't just dispensed from the cage for anyone who wants to buy them.
Chips are for gaming, primary use. Collectors are a secondary factor. While some casinos sell them from the cage, there are many that only have them available by playing at the tables. I can beg and beg, visit after visit and the casino's policy is "No chip sales from the cage."
Chips have been sold off plates at the lunch counter. It seems there's no hard an fast rule about this.
Strikes have been sold by mail and from the cage.
Someone can say just about anything about either and it will be true. Depending on the individual casino and sometimes the person you ask.
In the end, strikes shouldn't be regulated the same as slot tokens (rapidly becoming a bit of history) or casino chips. Strikes are a unique item.
