Is This Theft Common?

I received the following email from a customer when I questioned him about why he wanted insurance on a single common strike. I wonder how widespread this type of theft is in the U.S. and can the SS Organization do anything about it:
LARRY, FIRST OF ALL THE STRIKES COME FROM ALL OVER THE USA NOT JUST 1 AREA, SECOND ALL PACKAGES THAT ARE STOLEN WERE NOT INSURED,THE INSURED ONES COME RIGHT THRU,WHICH MEANS POSTAL EMP. KNOW WHEN INSURED AND A CLAIM IS MADE THEY WILL BE AN INVESTIGATION,THIRD I RECEIVE THE EMPTY PACKAGE WITH A SMALL A SLIT ON THE SIDE WHERE THEY USE A SHARP OBJECT AND SLIDE THE COIN OUT. I HAVE TAKEN MANY OF THE EMPTY MAILERS BACK TO THE POST OFFICE AND HAVE ACCUSED OUR POST OFFICE OF STEALING THEM. WHEN THEY LOOK AT MAILERS A STRANGE LOOK COMES OVER THERE FACE. OF COURSE THEY SAY WE WILL LOOK INTO IT BUT ITS BULLSH_T.
